2020年 台灣人 留學貸款 怎麼申請？
你想要出國留學深造嗎？如果你正在為了留學的費用傷腦筋，讓加拿大ADM帶你來了解台灣人可以申請的 教育部 留學貸款 方案吧！
留學貸款 方案 有什麼好處？
相較於一般信貸，留學貸款的貸款期間較長、貸款額度較高、寬限期較長、利率較低，而且沒有提前繳清的違約金。教育部的留學貸款還有一特別之處，如果家庭年收入在新臺幣 114 萬元下，寬限期內的利息將由政府負擔。
若不符合教育部的留學貸款資格也沒關係，各家銀行也有自辦貸款的方案可以查詢。另外，如果你有台北戶籍超過1年以上，並符合台北市留學貸款，我們建議你優先選擇申請台北市留學貸款喔！
加拿大留學要多少錢？
學費、住宿加上生活費，每年的消費落在新臺幣 120~180 萬之間。如果你有考慮要申請政府的留學貸款，貸款金額大約落在新臺幣 100 萬上下；所以不夠的部分，還是要先存自己留學基金喔！
教育部 留學貸款 條件有哪些？
(1) 此貸款只適用於就讀非大陸地區及非港澳地區的碩士及博士
(2) 不包含交換學生以及條件式入學（例如，需要要先讀語言學校）
(3) 留學生要是我國國民，有在台灣的高中以及大專院校畢業。
(4) 符合下列其中一項：留學生家庭年收入數額為新臺幣 200 萬元以下，或是，留學生本人及其兄弟姊妹有二人以上出國留學。
(5) 沒有在國內貸有教育部的就學貸款，或是，曾經貸過就學貸款但已經還清。
(6) 沒有貸過在各地方政府辦理的留學貸款。
(7) 以下情況無法申貸：領有台灣政府提供的各項公費或留學獎助學金，領受公費或留學獎助學金期間還沒結束。

最高新臺幣 100 萬。第一年上限新臺幣 50 萬元、第二年累積上限新臺幣 100 萬元。
博士：
最高新臺幣 200 萬元
第一年上限新臺幣 80 萬元、第二年累積上限新臺幣160 萬元、第三年累積上限新臺幣 200 萬元。
貸款期限
碩士：10 年，含 3 年寬限期。
博士： 16 年，含 5 年寬限期。
償還方式
寬限期滿後按月平均攤還本息或一次還清。
家庭年收入 114 萬以下，寬限期利息由政府負擔。
家庭年收入 114 萬到120 萬由政府與留學生平均分攤。
教育部 留學貸款 申辦基本文件 有哪些？
(1) 高中及大專校院畢業證書影本或國內同等學力證明文件。
(2) 留學生護照影本。
(3) 符合教育部採認規定之國外大學校院碩、博士班入學許可或已實際出國就讀之在學證明文件。（若該文件為英文以外之外文記載，應由政府立案之翻譯社譯為中文。）
(4) 留學生及保證人之國民身分證、印章及申請日前3個月內戶籍謄本。
(5) 稅捐機關出具之留學生全戶最新年度綜合所得稅各類所得資料清單正本。
(6) 保證人薪資轉帳存摺影本。
教育部 留學貸款 常見問題
Q: 到大陸、香港、澳門留學，能不能申請留學貸款？
A:不行。依據教育部解釋，「國外」不包含大陸地區，故就讀大陸地區及港澳地區大學校院者，不得申請本貸款。
Q: 遊學、進修、實習或是交換學生可以申請留學貸款嗎？
A:不行。教育的留學貸款專供出國就讀碩士或博士學位，不適用於就讀學士學位或遊學或以「交換學生」名義出國進修、實習者。
Q: 在職進修者，可否申請本貸款呢？
A: 在職進修者出國修讀研究所課程學分班，不可申請本貸款，正式攻讀碩、博士學位，始得申請本貸款。
Q: 本貸款撥款方式為何？
A: 本貸款金額應於銀行撥款同時，全額於承貸銀行結匯，含提領外幣現鈔、旅行支票、外幣匯票或匯款至留學生指定之國外帳戶。
Q: 有條件是入學(conditional offer)能否申請留學貸款？
A: 不行。須取得無條件入學許可(uncondtinal offer)才可以。

(1) 中華民國國民，並於申請貸款日前已設籍台北市 1 年以上；20歲以上未滿45歲之青年。
(2) 應具完全行為能力及無不良信用紀錄。
(3) 留學生或申報留學生為受扶養人之納稅義務人經稅捐稽徵機關核定之最近1年綜合所得淨額未達課稅級距30%或未達申報標準。
(4) 我國政府立案之高級中等學校及大專校院畢業，或具有同等學力且領有證明文件。
(5) 出國全時修讀碩、博士學位或專技證照。但不含大陸地區、香港、澳門及其外設其他地區之學校或機構。
申請人有下列情形之一者，不得申請本貸款：
(1) 貸有教育部留學生就學貸款或政府就學貸款尚未結清。
(2) 領有政府提供之各項公費或留學獎助學金者，其領受公費或留學獎助學金期間尚未結束。
貸款名額
碩、博士學位 每年 1,000 名。
專技證照 200 名。
貸款額度
碩士：
第一年:上限75萬
第二年:累計上限100萬
(修讀學制為一年以內者上限75萬)
博士：
第一年:上限75萬
第二年:累計上限150萬
第三年:累計上限200萬
寬限期
碩士最長 10 年（含寬限期 3 年）、博士最長 16 年（含寬限期 5 年）。
為什麼選擇台北市留學補助？
教育部與台北市對於碩士的借款總額上限皆是100萬元，但台北市最多可全額補助前十年的利息。
事項要注意：
1、台北市與教育部留學貸款只能擇一申請。
2、本貸款應另覓配偶以外之一人為保證人，保證人均應具有中華民國國籍，且應具完全行為能力及無不良信用紀錄。
3、如果申請人將戶籍遷出台北市，將停止利息補助，且從戶籍遷出日開始必須按月攤還本金和利息。
