加拿大疫情：旅遊禁令延期至10/31
近期加拿大新冠疫情不穩定，正式進入第二波疫情。據加拿大移民新聞cicnews網站報導，加拿大政府週一（9月28日）發佈樞密院令，把國際旅行限制延期至10月31日。
美加邊境也在本月稍早宣布持續關閉到10月21日。
沒有必要理由的旅客，不得入境加拿大
因新冠疫情，加拿大在3月18日至6月30日關閉了邊境。此後，每月進行評估，逐月延長國際旅行限制。所有因非必要理由入境加拿大的旅客，例如休閒、旅遊或娛樂，加拿大都不允許入境。
而所有入境加拿大的人，除豁免人士外，都必須進行居家隔離檢疫14天。
哪些人可以入境加拿大？
- 加拿大公民（包括雙重國籍公民）/永久居民
- (旅行限制規定，只有在3月18日之前獲得永久居留許可的人才有資格前往加拿大)
- 部分臨時外國工人
- 部分國際學生
- 受保護人士
- 加拿大人/永久居民的直系親屬
國際學生現在能以「上線上課程有時差」為由入境了！
CIC加拿大移民局官網在9/10更新了對留學生入境豁免政策的條件要求，新增了一系列可以作為非隨意入境理由（Non-Discretionary）的具體示例，國際學生現在能以下述理由作為非隨意入境理由：
你已經居住在加拿大； 你的課程需要使用學校線下設施，如實驗室、工作台等等； 你所就讀的學校不提供網課學習； 你受到互聯網限制、帶寬限制無法進行網課學習； 你受到時差影響無法正常參與網課學習。
不過移民局還特地註釋了一句，即使你有非隨意入境理由，但最終裁定權還在邊境官員手上。
