加拿大 省提民 PNP
什麼是 加拿大 省提民 PNP (Provincial Nominee Program) ?
加拿大 省提民 PNP 是加拿大憲法規定移民事務由聯邦政府和省政府共同管轄，申請某個省提名的EE項目，獲得省提名後便會在加拿大聯邦快速通關(加拿大EE)的CRS加分獲得額外的600分，有了這600分基本就能保證獲得加拿大聯邦政府邀請。
PNP 省提民 可歸納成兩種形式
- 工作經驗類：需要有本省的工作經驗，適合本省留學生申請。
- 商業投資類：大部分省份通過商業類別獲得的只是臨時簽證，滿足議定要求才可轉永久居留，名額極少。
省提名 小知識
- 每個加拿大省份都有自己的項目類別(針對特定群體)和申請條件，比如有的項目針對留學生、商人、技術工，目前所有省份都開放了省提名技術移民EE項目，能夠為CRS加600分 （ 魁北克省比較特殊，沒有省提名項目，而是有自己獨立的CSQ甄選項目，獲得CSQ以後向聯邦提交簽證申請、無犯罪證明和完成體檢、就能批准永居簽證 ）。
- 加拿大各省的省提名項目涵蓋投資移民、自雇移民、商業移民、雇主擔保移民、技術移民等多個類別，並且這些項目的申請要求相比聯邦技術移民、聯邦自雇、聯邦投資等聯邦移民項目，申請要求要低很多。
- 各省的省提名中的EE類項目，一旦獲得省提名批准，能夠在加拿大聯邦技術移民打分系統CRS中增加600分。
- 省提民中的非EE類項目，只要獲得省提名的批准，便可以將紙質申請材料郵寄到加拿大聯邦移民局審理就無需要CRS中註冊了。
項目考量因素：
- 加拿大大部分省份期望提名那些能夠為該省份做出貢獻的，並且寓意居住在該省的人。
- 省提名項目要求申請者打算永久居住在某個省，獲得永久居民身分後，申請者可以遷移至加拿大任何一個省份或領地居住(包括魁北克) 。
對申請人進行考量
- 提名省的 工作offer
- 申請者的 教育水平（省提名移民申請者的技能學歷和工作經驗必須對該省的經濟發展有幫助 ）
- 申請者的 工作經驗
- 英語或法語的 語言能力
- 與 提名省的密切聯繫
- 提名省的 適應能力
PNP 項目申請條件
- 省提名非EE類別：大多需要提交紙本申請，獲得省提名擔保以後還要樣聯邦提交簽證申請。
- 省提名EE類別：滿足省提名的要求，並滿足EE要求(FSW,FST或CEC) ，獲得省提名擔保以後還要樣聯邦提交簽證申請。
申請過程
1. 普通纸本省提名和魁省移民，申請者先向這個省的移民局：
- 遞交申请材料，通過後省政府给申請者。
- 發放提名函。
- 申請者再將提名函和有關申請表格郵寄给聯邦。
※ 聯邦會進行居住意向、體檢、無犯罪和安全調查等審核，但一般不得拒绝申請者的移民申请。目前聯邦審理的時間大概在1.5-2年。
2. 快速通道省提名：省政府會註明哪些項目對接快速通道（目前阿爾伯塔、魁北克等省份没有對接項目)。申請者先：
- 符合聯邦技術移民、加拿大經驗類移民或聯邦技工類移民之一的條件。
- 登記信息進入快速通道系統。
- 然後再向省移民局 遞交申請材料。
※通過後省政府给申請者的分數加600分確保邀請，申請者邀請之後需要在 網上提交材料，證明自己在符合纸本省提名一系列要求（居住意向、體檢、無犯罪和安全調查等）的同时符合聯邦技術移民、加拿大經驗類移民或聯邦技工類移民之一的條件。
3. 紙本省提名和快速通道省提名是不同的類别，兩種提名不能混用。
- 申請者需要在省政府官網了解信息，避免申請錯類别。某些省份雖然對纸本/快速通道省提名的要求一樣，但申請者仍然需要在申請一開始註明是省提名還是快速通道類别。

5. 護照掃描文件
6. 省提名證書（PNP Certificate）或魁省甄選函（CSQ）
7. 出生證明等身份證件
8. 结婚證書（如果適用）
9. 同居證明和能證明同居的資料（如果適用）
10. 兒女的有關資料（出生證明、領養證明、不陪同的）
11. 無犯罪證明
- 首次遞交可以先不提供，之後在移民局要求下補交或主動補交，無犯罪有效期，不建議提前準備)
12. 兩張照片
